Ireland submits reply to UN Committee on the Rights of Persons with Disabilities on List of Issues.
The government has submitted their reply to the List of Issues published by the Committee on the Rights of Persons of Disabilities (CRPD) earlier this year (see our previous article on the List of Issues here.)
This follows submissions and presentations made to the Committee by Irish civil society organisations, which informed the List of Issues published by the CRPD to Ireland for response on the questions raised.
The review of Ireland will take place in 2027, after which the Committee will make its concluding observations on Ireland’s performance in protecting the rights of disabled people.

Several strategies are mentioned within the reply, including the National Human Rights Strategy for Disabled People 2025-2030, which is referenced extensively throughout, highlighting its structure, priority actions, DPO involvement, and a new mechanism to provide funding to support DPOs.
Also mentioned is the recent ratification of the Optional Protocol to the UNCRPD (see our resource on the Optional Protocol here in multiple formats), which was ratified in November 2024, six years after Ireland’s ratification of the Convention.
In relation to Ireland’s reservations and declarations to Articles 12, 14 and 27 of the Convention, the reply states that there “are no proposals to withdraw these reservations and declarations to UNCRPD and the rationale remains unchanged as stated in Ireland’s State Report”.
The review of the Disability Act 2005 is mentioned (see open consultation on this Act here), along with references to the Assisted Decision-Making (Capacity) (Amendment) Act 2026, the Mental Health Act 2026 and work undertaken with these reforms.
The review of the Education for Persons with Special Educational Needs Act 2004 is included in the reply, with an implementation plan for the resulting recommendations to be published in 2026.
Strategies, implementation and action plans are also referenced in relation to domestic, sexual and gender-based violence and human trafficking, as well as noting that “work is underway” for a framework on supports for community living, including personal assistance.
